According to the Maritime Safety Act, the accident qualifies as a serious marine casualty since the ship lost seaworthy due to the failure of the main propulsion system and required both emergency towing and shore assistance.
Safety Investigation Bureau considers it very important to investigate incidents involving passenger ships in order to improve their safety and prevent the recurrence of similar incidents.
